the scourge of left wing extremisn.
More than adecade and half ago in undividedM.P. in distt Bastar an outstanding officer MR DEWAN was ambushed by naxalites and we lost hin along with20 police personnel.History
repeated in RJN distt 3days back when M.P police was dealt a lethasl blow and lost 31 brave
police men along with another brilliant officer-MR V.K.Choubay. in an ambush and fusillade of
fire. The Chhatisgarh police in particular and the state govt in general seemed to have learnt
no lessons.MR V.K.Choubay(late) was very close to late mr dewan and since the killing of sri
Dewan ,MrChoubay along with his wife used to visit MRS dewan almost daily to console her.
IT was a very saddening sight to find now MRSDewan going to MRS Choubay to offer her
shoulder for mrs choubay to lean on and weep on.IT was a sight which would bring a lump
in every beholder's throat.
Now the time has come for Chhatisgarhpolice to gird up it'sloins and show to the world
that these deaths would be avenged ruthlessly.Evan the central govt must be stirred up
from slumber and firm up the resolve to deal a fatal blow to obnoxious Naxalite Menace.
I offer few points below for follow-up action as deemed necessary by the powers that be.
(A) Since HOME DEPTT is the overall controlling agency,it is imperative that top eschelons
of the ministry including the MINISTERshould be given a familiarisation course at the
actual site(affected); it would be more useful and practical in planning effectively rather
thanouthing platitudes from airconditioned rooms .
(B)Corrupt and insensitive civil and police officers shold never be posted in these areas
Bad governance will keepon perpituating this problem.A strict two year's tenure must
be observed.
(C) Leadreship of the highest acumen is a must.Morale of the force has to be topmost; this
would be possible only if doors of communication amongst all ranks are kept ajar and the
grievances of the subordinates are redressed immediately.
(D) Debriefing sessions mustbe organised to draw proper lessons for future. If proper lessons
werw drawn after the sad killing of late Mr Dewan.perhaps the Rajnandgaon Tragedy would not
have taken place or atleast minimised yto agreat extant.
(E) INTER STATE coordination is mostly missing. After the massacre of RJN there is no evidence if forces oh Maharashtra/Orrisa/A.P. were alrted to encircle the retreatimg naxalites.
Nazalite menace is to be treated as a crusade and the same passion and zeal has to be shown
as in the YORE.
(F)Simulated exercises of pursuit/ambush/counter ambush etc must be held in regularly.
(G)AT least police men posted in naxalite affected thanas as wellas all the G.O.smust be
provided with reliable billet-proof jackets. The weaponery must match atleast that of naxalites
if not superior to them.Adequate firing practise must be given to allmen in the area.
(H)A network of trustworthy informers is the cryind need of th4e hour.I remember distictly
how MUKHBIRS helped us in the past to get M.P. freed from dacoity menace---I hasten to
add however that fighting dacoits in chambal ravines and engaging naxals in Chhatisgarh
aare different yet MUKHBIR"S importance can never be lost sight of.
I am in total agreement with HON P.M.'sviews that left wing extremism is the fiercest
chaalange today. As the LITTE_PROBLEM defied solution for almost 30 years
and the whole might of srilanka's ARMY used to annihilate it completely, the leftwing extrmists
might too do so if not totally w2iped out on prierity basis.I would go even to the extant
that Army should be given this onerous task immediately if police is unableto succed.

OUR P.M. and our railway minister.
DR Manmohansingh and miss Mamta bannerji posses a personility which you cannot miss, more so inthese times of showoff and consumerism. They are icons of simplicity, self effacement and workolohics.Milesaway from exhibitionism, imbued with sincerity and honesty
and tenacity of purpose they should be role models for our new and young ministers.NO person
can be perfect -this something reserved foe GOD alone and Dr singh and Miss Bannerji too have minor foibles but these pale into insignificance looking at their astounding virtues. Carrying immense burden of AAM ADMI ontheir shoulders gleefully and putting best foot forward to
lessen that burden day in day out is no mean achievement. It is also remarkable that their
N.O.K.s are not seen brandishing their labels while we are all aware of any number of
relatives of V.I.Ps bbeing snooty and offensive in their behaviour. We should have more
of such leaders. S.M.Shukla---BHOPAL.
